Forgot to mention, the fix for the slow clock on no break power was a
relay that connected the clock circuit to a transformer that supplied
low voltage AC.  When the power failed, the relay dropped and switched
the clock back to the no break power.  This way the clock stayed
accurate, so long as there wasn't a significant power outage.
