It's more like an Android distro.

I think that for a particular device, it is usually cobbled together
from bits of the official distro (because device drivers tend to be
closed source).  But I could be wrong: I've never run it.

The water is definitely muddied by Cyanogen Inc.  For example, on the
OnePlus CI produced the official (for now) Android port.
