Yes, Announcement messages would be a fundamental part of the
conversation on the Discussion list, just like messages from any
other participant.

Conveniently, people subscribed to the Discussion list have no need to
subscribe to another list.
We've had this setup for years on the Fairvote Waterloo lists[1].
There have been no complaints.
