That would mean that a person subscribed to the Discussion list would
not be able to do the equivalent of unsubscribing from the Announce
list. They'd be forced to receive all Announcement messages (unless
they implemented some kind of filter of their own). Also, people on
both lists would get duplicates of the announcements.
