Hmm.

debianutils: /bin/tempfile

Not promising there.

I saw some talk recently about moving the useful tools in debianutils
that really weren't debian specific out into a seperate set of tools so
others could use them too.

Of course the man page says:

tempfile is deprecated; you should use mktemp(1) instead.

It is part of coreutils which is at http://www.gnu.org/software/coreutils/
and much more likely to exist in redhat.
