2 min cycle on Wireless connection?

Hi,

My wireless connection goes to 0Mbps for about 2 second every 2 minutes.
I used to blame it on flaky hardware, driver, or something.  But, now
that 3.8.3 kernel is stable ('dmesg' is very quiet), it may be my router
or my ISP (Teksavvy).

Anyone notice a similar 2min cycle on their wireless throughput?
