The D-Wave isn't a "conventional" quantum computer. If you google,
you will see that some question whether it is even a quantum computer.
In any case, as far as I know, it isn't good at factoring.
All other announced quantum computers that have been built have fewer
than a dozen qubits, as far as I remember.
If I were the NSA and I had an effective cracking device, I would not
announce it.
Note: I'm by no means an expert in this. I haven't yet read the Wired
article.
