Sure, although many USB tuners exist.  Certainly my primary tuner
these days is entirely external using USB (For capture) and Firewire
(for control of cable box).  Doing over the air you could use a bunch
of internal PCIe/PCI tuner cards for ATSC and get quite a lot.
