I suspect it's just a manufacturing issue.  With the power cables 
commonly used today, they just feed the wires into the machine that adds 
the sheath.  Twisting requires a machine to twist the wires before the 
sheath is added, which adds cost.  I believe twisted power cables are 
available, but not commonly used.
