Communication and communication company ownership in Canada

I was under the impression that some new law was passed recently concerning the
ownership of Canadian communications companies by foreign companies. I can't
find references on it now. But I found this:

How come there can be an effective duopoly in Canadian internet infrastructure
providers when, at the same time, drastic anti monopoly regulations as shown in
the article I cited have been implemented for decades?
