Top-posting or bottom-posting is very much a cultural thing. Non-geeks 
don't seem to understand interspersed commenting or responses at the 
bottom because they overwhelmingly use email clients that default to 
top-posting. Email clients that start the quoted text with "----- 
Original Message -----" and then show the From, To, Cc:, Date, and 
Subject lines before they show you the body of the response make it 
especially difficult to do anything but top-post.
