How to partition/format USB key into weird setup?

I've got USB automounting working under mdev with linux and FAT file
systems. There's one thing I haven't been able to test, namely the
pathological setup where a USB key is formatted as one large FAT
partition, with no standard partition table. I've heard of these things
but have never seen one. Is it possible to generate it under linux for
testing?
