[OT] Continuing Rogers Internet Problems

I need some help from the network experts here.
Losing a packet is now rare, but some have times two orders of magnitude
higher than most of the stream:

This still creates havoc when downloading a large file or watching a
YouTube video.
Before I call Rogers again, I am seeking advise on how to address this
issue with them. I am concerned that they will say that as long as all
the packets arrive there is no problem.
