It means it can issue two instructions to the pipeline in one clock cycle.
So probably and interger and a floating point instruction at the same
time. It is a pipelined CPU and might even be out of order execution
(if it is Cortex A9 style rather than A8 style).
It has nothing to do with multithreading or any other multiprocessor
like thing. Much simpler and much older idea.
