The TTC bylaws regarding the use of transfers are Draconian, nonsensical and business unfriendly.

Only 30%?  I can't see any other government wanting to injure themselves by
sending subsidies to Toronto.

Of course, those inside the Toronto Reality Bending zone, that don't
realize that it's not considered Toronto The Beloved outside the region,
won't get that.
