Help with custom Vim plugin

This is what is happening.  When you issue :helptags
/usr/share/vim/vimfiles/doc, Vim reads the txt files in that directory
and creates a kind of index file in the same directory.  User's can do
this so there must be standard, script way to do this during
installation.
