What planet have you been living on?  Linux is freely available to any 
manufacture that wants to include it.  The big problem is Microsoft has 
a long history of trying to kill off any competition and even resorting 
to extortion and other illegal means to do it.  They have lost in court 
a few times on this, yet they keep on doing it.

Take a look at what happen with Microsoft vs
OS/2, DR-DOS, Word Perfect, ODF, Android, Linux and much, much more.
