That seems to be SOP in the telecom world.

I vividly remember seeing a quote from one of the pioneers of the internet
to the effect of "Telecom = Fraud", but haven't been able to find the
reference since.

Does anybody have the reference  for that, or know who said it? I don't
think it was Vint Cerf.
