The whole process of manager, HR and candidate communication is deeply
flawed in my opinion.  The manager knows what is needed and understands
the terms and concepts.  HR does not have the same understanding and
thus cannot effectively select for good candidates.

As a full time seeking candidate this is especially frustrating.  As a
contractor one can often bypass HR.
