I have certainly never heard even as much as a rumour that is has
been done.  I doubt it.

The digital channels on rogers seem to be all encrypted.  The analog
channels are not, but that's only 2 through 70 (and apparently 126-130,
although no analog tuner actually exists that can receive them).
