just get a rackspace cloud instance for 1.5 cent per hour, and you get
root, run iptables (to SNAT ip ) and do whatever you want for next to
no price,
and have a whole server instance to boot. if you use it all the time,
then there are 5$/mon VPS that you can also SNAT on.
I have heard of free services, but i think they tend to be pretty fly by night.
