Very interesting. Although I'm very suspicious of Bell (and Rogers, from
whom I had two sales calls this evening in spite of being on the Do Not
Call list), I was not aware of the specifics and this is very helpful in
clarifying the issues.

One minor point: I think 'while' should be 'white' at several places in
the document.
