I've used mii-tool to do this in another colo facility that had the same
issue but in that case, the server was connected directly to the
colo-supplied switch port. I was renting the server from the colo
facility and they blamed Debian claiming that none of the Windows
servers they were hosting or any of the other Linux servers had the same
problem. It was only after I started dealing with the colo facility in
Toronto that I understood the issue. Before that, it was a complete
mystery to me as to why I had to force 100Mb/s bi-directional with
mii-tool. I thought it was something specific to the hardware that they
had provided and had just shrugged it off and moved on.
mii-tool made no difference in the colo facility in Toronto because
there was an unmanaged switch in between the servers and the
colo-supplied switch port.

I haven't had any luck on that one with the colo facilities I've dealt with.
