Agree.  Although it's possible to run perl scripts (and others) on
Android with SL4A, there's no build system (that I'm aware of anyway).
 Perl hasn't gathered much traction on the platform because CPAN won't
work.

I'd be more than happy to be proved wrong.  ;-)
