What I was alluding to was that my wife was a citizen when we bought our 
house.  It appears the city automatically put her on the roll when they 
processed the title transfer.  I was a permanent resident at the time of 
the purchase and became a citizen later.  She got a voter card but I 
didn't.

I wish I had known I could vote anyway... oh well.
