Not clear.

The CRTC decided that Bell was allowed to throttle you and other 3rd
party ISPs using the Bell ADSL infrastructure.  Sad.

But Bell could certainly decide to throttle its own customers more
than other ISPs' customers.  I don't know whether this makes any sense
to them.
