Commonly, if you can identify what you want installed, you could run
apt-get install [list of packages]
And that would identify all the dependencies.

So,

apt-get install gcc make tcl8.5 tk8.5

The challenge, such as it is comes in identifying which packages you want.

The package management system should cope quite well with figuring out the
dependencies.
