For years ISPs have been addressing this by offering "lite" packages.
Packages which are undesirable for heavy users.  The system has worked
for years , we don't need the CRTC to step in and enforce a bizzare form
of single-sided* collusion.


* On a radio interview, the CEO of Teksavvy indicated that under this
scheme, it appears that Bell pays wholesale and charges the third
parties retail.  To compete, third parties must pass on the retail costs
and swallow the collection fees and non-payments.  Bell profits are
guaranteed.  Third party losses are guaranteed.
