Tools for processing "template"?

The template itself is static.  But, the final data will be as simple as
variable substitutions, or as complicated as firing off a script to
run database reports.

This "itch" has been bugging me enough that I wouldn't mind patching
source code to get what I want (though I would prefer not to).  I just
want to get a feel for what other people are using.  Hopefully, this
will give me starting point.
