I found out when I called Teksavvy and they were issuing updates about
the fact that they lost a core router and were working on the problem.
In my case it was compounded by some BellNexxia-related infrastructure
in my neighbourhood getting torched, and I had intermittent dialtone(!) as
well as lapses in Internet.

I complain about Bell as much as anyone, but the engineers who run the
underlying technology are very good.  Even minor interruptions in
dialtone are almost shocking in their rarity.
