Other user groups.

I've spent a few minutes today cleaning up GTALug's list of other user groups:

Usual stuff, removal of dead links, etc. Now, some questions:

Does anyone know what has happened to the following groups:
- Greater Toronto Area Radio and Electronics Club
- Toronto PHP Users Group
- Toronto WiFi Meetup
- Hamilton Open Source User Group

- Is the Toronto Atari Federation still active? Their website does not
appear to have been updated since the year 2000.

- What groups are not on the above list and should be?
