That depends entirely on the situation. If you are building something
that will be used internally, or will only be sold in small quantities,
then the development cycle becomes the biggest component of the overall
cost.
If you are doing an embedded system that will be produced in large
quantities, then production cost becomes the larger component and you
need to reduce that by spending extra development time, fine tuning part
selection and using the smallest processor you can get away with.
