[OT] folders in gmail

I've set up a system here using labels, as per this:

http://googlesystem.blogspot.com/2009/02/gmail-adds-folders-by-improving-label.html

and this:

but messages that are labelled as TLUG still go to inbox instead of
being moved to the same location as all others labelled the same way.

Anyone else use this system with gmail and have an idea what I'm missing?
