Grass, Qgis, openJUMP, etc.

If you just want to view, pan, zoom. I found OpenJump a quick way to
get started.

There were a full dozen F/LOSS desktop GIS apps covered in a
presentation at CossFest 2009.

There are tools to convert shape files to OpenStreetMap format as
well, so you can use the OSM stack if that is your preference.

And if you wish to convert to GML you can work with OpenLayers and others.
