[OT] Need to Cap Network Bandwidth for a Computer

On a computer on my home network, an Internet game seems to try and use 
all the bandwidth it can get.

Is there a way to limit the bandwidth for the one computer without 
touching that computer?

I checked my router and there seems to be no options for that.
