I'm not sure that I'd call Rogers a VoIP TSP.  True, they use VoIP to
implement their Home Phone, but the IP is over a private network.  A
customer cannot access that network except through their terminals,
and then only for POTs service, not IP, and not to access another TSP.
At least that is what I understand.
