Comments on another CRTC draft submission

I don't really understand the procedures.  Thanks for telling me about
the March 27 deadline.

    The Commission considers that the ability to reply to the written
    and/or oral submissions of other parties would be beneficial given the
    important issues raised in this proceeding. Accordingly, the
    Commission invites parties to provide final replies to matters raised
    in the initial written and/or oral submissions to the Commission by 27
    March 2009.

Are you a party?  Am I?  Would we have to have made an earlier
submission to become a party?  I would have thought so, but I don't
know.
