Traffic Shapped On Regular Downloads

Well, it appears my connection is being shapped on a regular download
by Bell, as I am getting really shitty speeds bouncing around 13KB/sec
- 60KB/sec, and this is not a p2p download, just a regular file
download off of gamershell.com.  So, it seems Bell has gotten worse
even when they are currently in front of the CRTC!
