I'm being pedantic here but...

What is it that controls how much light reaches the sensor?  Glass.
The sensor has nothing to do with how much light hits it.  However,
it does have everything to do with how it interprets the light hitting
it.  Having said that, yes, for this reason there are some sensors
that are better than others at performing in low light conditions.
