When I tried to submit, I got an error from their Microsoft web
server: Server Error in '/RapidsCIN' Application.
Object reference not set to an instance of an object.
Version Information: Microsoft .NET Framework Version:1.1.4322.2300;
ASP.NET Version:1.1.4322.2300

I tried again and it worked.
