You can easily do:
$1250 for the CPU
$500 for the motherboard
$500 for ram
$500 x 2 for video cards
$300 for power supply
$300 for a nice case
$500 on some HDs
$2000 on a nice 30" screen
etc.

Back in 97 my father got a PPro 200 system for CAD use.  Total with
taxes came to around $11000.  That was for a 128MB system with 4.5GB
scsi drive, a scsi jaz drive and a 12x scsi plextor CD-ROM drive, and
an 8MB RAGE II card.  System still runs great although these days it is
doing firewall and fileserver duties (it has lost all the scsi bits now,
but everything else is still original).  Oh and it included a 21"
Hitache CRT.

His first CAD system in 92 was a 486DX50 with 8MB ram and a 3MB $1700
video card and 213MB HD.  It had a 20" Mitsubishi CRT.

These days he has a Core 2 Duo with 4GB ram, 500GB HD and a Quadro FX
3700 256MB video card.  Probably the cheapest system he has had so far.
So prices are dropping.
