Serial Ports

I have 2 applications using 2 different serial ports.

So far, I haven't been able to use them at the same time.  If one is working 
and using RTS, when I initialize the second [ also using RTS], the first one 
stops. using DTR/DTS is not an option.

This may be quite normal,  I'm not that much of a hardware guru to know. Does 
anyone have any opinions?  I will supply more details about what I am doing 
if that would help.
