Sorry, that was a mistake. I have assumed you are using rrdtool
create. Now that I have looked at it more closely, I can't see why it
don't work.

rrdtool is really problematic. There are a lot of occasions I have had
issue with it and even after solving the problem couldn't tell what I
was doing wrong initially. You may try recreating the database,
especially with cacti.

Also, try to change AVERAGE to LAST
