Strange problems trying to access web servers

So basically the problem is that the connection times out when I try to access
a web server--but only for certain servers. These include svn.kde.org,
planetkde.org, kdedevelopers.org, bbc.co.uk, xkcd.com, space.com, and some
others, though there may be more that I don't know of. But some other sites,
such as slashdot.org or freenode.net work fine. I tried using different browsers
(Firefox, Konqueror, links) and they all fail. In addition, subversion doesn't
work with svn.kde.org . I can ping all of the servers and get responses, but I
get no response trying to actually *use* them.

The problem occurred on a clean install, which would indicate to me that it's
not my computer, but it doesn't happen on other computers in the house, which
would indicate to me that it *is* my computer, which is very confusing.

Right now I'm using KDE 4.1 on Kubuntu 8.10.
