nolapro license ????

The latest linux journal has an article about nolapro; a great looking web
based accounting package.

Now apparently this is not opensource, but free. Since it's php they do
provide the source implicitly. However they have a much more restrictive
license than the GPL.

So I'm no expert on the GPL but since they are using GPL modules, don't they
have to license this with the GPL ?
