This is well and nice, but in the way that the US government works,
the role of the president is to execute the legislation proposed by
Congress and ratified by the Senate.

So, if those bodies don't provide appropriate legislation, it's not
obvious that he'll have any relevant law to execute on.

There are certainly Democrat majorities in those houses, but those
representatives don't forcibly directly answer to the President.
