Chosing cheap desktop: recommendation?

15750hz is perfectly within hearing range of some people.  It still
annoys me.  I can tell when my wife has the TV on in the basement and I
am on the top floor of the house.  Ah well, some day we might replace it
with a flatscreen and solve that problem.
