Chosing cheap desktop: recommendation?

That noise is annoying.  I have two boxes which do that to me.  Why
should it ever happen?

When I was (much) younger, I had difficulty convincing my family that I
could *hear* the sweepback transformer in our television.  That was much
worse than these computers, which I can at least unplug when they are
idle.
