What do you plan to have the chapter do?

the idea, at least at the level of being a name to collect.

- If you have grandiose plans of taking over Toronto, I might oppose the idea!

I'm not sure what concrete plans would lead to my being interested
enough to participate to any degree.

You *won't* get much support for some nonspecific declaration of
"let's have a Toronto chapter;" you have *got* to be more specific
than that.  I can't guarantee that specificity will necessarily gain
my support, or anyone else's; the specific things would need to be
things that we care about :-).
