It sounds vaguely like what Aladdin (ghostscript) used to do.  They
released anything over a year old under the GPL, but everything new was
under their own license.  Eventually they gave up on that and went GPL
only which has nicely simplified things by merging 3 different
ghostscript branches into one which makes developement and maintainance
simpler.
